Contemporary Perspectives on Addressing Human Mobility

The migration phenomenon in Chile is now an established fact, although the figures warn of the negative balance between Chileans abroad and foreigners in our country, the increase in immigrants and an acceleration in arrivals in recent decades is undeniable. The majority of foreigners who have arrived in Chile come for work reasons, but not exclusively, which has opened the debate on the legal framework that regulates the entry and stay of newcomers. The discussion has focused on the obsolete nature of Chilean legislation, one of the most backward in Latin America, dating back to 1975, promulgated under the State's Doctrine of Internal Security according to which foreigners are classified as threats (Stefoni, 211).
